Unless it was a campaign based on Shokugeki no Souma or Toriko then Spice damage would probably be an ordinary damage type all it's own.

You would think Valentine would be the one with enough movement to have actions to spare, considering her build revolves around using her fruit power for mobility and attack- though her horizontal movement probably isn't that great, so a more directly physical Mr. 5 being faster than her. Or he might just have more applicable actions, as opposed to someone who's ONLY moves are jump up, and pound down.

Does 3.5e count all movement as the same? I know in 5e your jump distance/height is capped at however much movement you have left, so if you wanted to jump dozens of feet into the air you'd need to have a lot of move speed.

You are correct, jumps take up movement as normal, with one notable exception: The Sudden Leap Maneuver is a standing jump that doesn't count towards your movement for that round. It's a swift action, so definitely usable in this circumstance. Given that Devil Fruit users seem to use maneuvers to emulate their powers, explosion man definitely has something like that.
