I doubt it he simply knows that they have some very crazy flaws that would probably send them into someplace extremely dangerous and not a place that has plenty of fish.

They both seem like low int/wis chars meant more for fighting anyway, so from a meta perspective it makes sense to pick them last for doing stuff that isn't combat related.

If they let Zoro do the sailing roll, they activate his directionless flaw. Like they did back in the Baratie.
