Devil Fruits are extremely rare. There's only one of any particular power at a time, after all. You can't have ten Gum Gum fruits at a time.And in D&D, you have to account for your starting gear, and that rather expensive, particular fruit, would be part of those costs, I'd imagine.

I just love how Luke set up a major plotpoint by taking the Monkey name, just because it sounded cool, and didn't question why it cost points.

Especially if Will of D is a mechanic in this system.
