That last panel strikes me as odd. Didn't Usopp just nail a bell from, like, a couple football fields away? He should still be within effective range, even with the expected range penalties.....

All he has to do is get a slingshot that counts as a siege weapon and he won't start getting penalties for weather until the point regular ranged attacks become impossible.
If this were pathfinder... I have a build for that. Did you know Vital Strike doesn't say it *can't* be used with siege weapons? Food for thought.

First, i don't know if this is because i'm unfamiliar with RPGs, but A slingshot that count as a siege weapon sound really impressive.
Second, that sounds like Kabuto could be based on something like that.

i'd say with a wind strong enough to make the ship barely manoeuvrable, it's probably too much for him to properly use his slingshot (for him as he is now, at least).

Not that players can't turn that on the DM, either. In Hell's Rebels, pretty much our go-to move with spellcasters is for our oracle to drop Silence, at which point either my Constable-AT cavalier locks them into place with a grapple, or our brawler simply punches them until they explode.

I'm just seeing this as the point where he looks to negate as many of those penalties as possible and becomes the Sniper Usopp he was meant to be.
