Also, assuming that Smoker is as broken as the rest of them, mooks probably wouldn't be able to break his grapple checks, but this might not be as effective then on someone like Luke who's a Grapple Master.

It’s probably some feat Smoker has which allows him to use his fruit’s full effective range for his attacking range for AOO.

Maybe some expansion?

yeah, possibly something introduced later, in part to nerf the invicibility factor of some DFs.

Probably the entire new world is a new expansion released a few years later.
