It seems to. Devil Fruit powers usually extend to your clothing when it's a case of "Logically this should only really work if you're naked but Oda isn't allowed to draw naked people," as a general rule.
It's not an ironclad rule, but there are very few examples where a person's power excludes their clothing in such a way that they're hindered by it in the One Piece setting.
Logia-powers usually extend to the clothes, same goes for Buggys power, which is pretty close to a Logia in usage. On the other hand, Alvida has to take of her shoes to slide, and Ruffys clothes don‘t stretch when he uses his balloon move
i think someone threw a projectile at arvida and it was deflected. so i think it's like Nygmus said. Now either it does'nt extend to her feet (because having her take of her shoes don't require Oda to draw naked people), or her power extend to her clothes, but are less effective this way than with direct contact with her skin. In which case we would have to take the friction of her clothes in account, but to a lesser extent.
1) Devil Fruit Powers affect the wearer's clothing unless the story calls for it not to; besides issues of modesty, it also would become quite the pain to keep it all straight, one way or the other. ;)
2) Alvida probably doesn't have full control over her powers. Her prior role in the story didn't make her seem especially intelligent or coordinated and - unless Grand Line 3.5 changed it - she's only had her Devil Fruit Powers for a while.
3) With regards to the Sube Sube Spur, seems like a more acrobatic character like Luffy, Zoro Sanji, etc. could use the same trick simply by leaping onto any convenient inclined surface. If the ramp is "necessary", in game terms it would be because Alvida's skill to use the trick is so low she really needs the bonuses it provides. ;)
4) The same likely applies for taking off her sandals. They probably act as an easy on/off for her powers; even if said powers should naturally work on them, it may have been easier to "turn the slippery off" just for her sandals then to have it partially on/partially off with her own feet.
5) #4 is not mutually exclusive with the idea that Alvida could have her Sube Sube powers apply even through the sandals, but... well... there's a good reason ice skates and roller blades don't resemble sandals but tend to be all-encompassing footwear that secures itself tightly.
If her devil fruit negates friction entirely, then she most likely can because the only force opposing her present motion would be the normal force from the buildings.

Alvida probably takes off her sandals because bare feet make it easier for her to turn and generally control her slide.
