that would give him reason to turn on her and ask her dad for a restitution (a reason other than "that npc annoy me and since i'm a player ima killing it", that is). While in the current situation he just gave himself the bad role by identifying as a 30 000 000 worth pirate.
so now not only he got owned by a little girl, and made it worse by using intimidation at the wrong time, but if he want to get thoses goggles back, he'll have to ruin that moment.
I can see DM roleplaying the scene to make it as cute and happy as possible just to make Phil culpabilizing about having to ruin that father/daughter moment.
On a side note, this guy have some nice sideburns.
