It is, almost certainly, Janine Weers, daughter of Mary Weers (AKA the Greater Scope Villain of the world that a lot of campaign comics seem to share.) She owns a publishing company and is, if the rest of her family is any indication, a monster at the table. If she was the first DM Luke played with, it explains his insane minmaxing capabilities very well. Or, perhaps, he proved himself to someone of his ilk.
The comics involved are this one, Steven and the Crystal GMs, D&D Aangvanced, Code: Game Night, Jutsu and Jinchuriki, and Friendship is Dragons. One of those last two bowed out of the storyline though, I forget which one.
Wait, are you serious? Hopefully our masterful writer here is able to tell a story without requiring that I go read a bunch of other "DM of the Rings" style series that probably aren't written nearly as well as his own.
I should make another try at a timeline, but if it involve others comics that i haven't read or haven't read yet, that will get to complicated for me.
basically what i said

with the added information and corrections of p. p. http://grandline3point5.thecomicseries.com/comics/831
to which we add that Luke played with or under Janine (after the "*luke get into RP" point of page 716). the circumstance in which Luke got introduced at Jeanine's table are yet unknown. Janine might or might not be the other Master i mentioned page 716. Luke's Bro mentioned p.831 might be the person who let the kid at the table.
That makes sense also because I have a feeling that Luke and Tom have a connection that goes way back. They both have similar build and roleplay styles with their characters, and I'm almost certain he'll come in as Ace.

Wait.....what? Greater scope villain? That most campaign comics share? I must hear more about this, and these new webcomics I can waste time on.

There's a few more. Jutsu is involved, but not within its own comic continuity. I guess that makes Wallace the Chris Evans of the D&D universe!

Just wondering, but have you checked out this website yet?
It might help with creating the timeline.
Also, the catapult incident happened before the Get Backers campaign. Luke played in more than one group at a time back then.
