I don't know either. i think this scene was not in the manga, and it's been years since i saw this part of the anime.

The original version of this scene, which IIRC was both in the manga and anime, was that Tashigi had no idea who Zoro was but shanghaied him into working as a janitor at the local Marine HQ to pay off her glasses that he crushed - which was because of his surprise that she looked just like Kuina. Naturally she neglected to tell anyone else about this, hence the other Marines attacking Zoro on sight.

The manga had the scene where Tashigi defeat the two pirates, then Zoro pick her glasses and notice that she look like Kuina, but he did'nt break them and did'nt had to work as a janitor.
Next chapter Zoro is trying to buy new swords, and Tashigi (who indeed did'nt knew who Zoro was) show-up when the shop owner (Ippon Matsu or something like this, i think) is trying to convince Zoro to sell him the Wado Ichimonji.
