I was expecting the condition to be some restriction on Smoker's actions, instead of just providing a plot hook. GM seems to trust that Phoebe won't screw the game.

Screwing the game would be out of character, so maybe GM just trusts Phoebe to roleplay Smoker properly.

Was his name actually Gary? I could have sworn it was Galley, like the place on a ship.

It's most likely both. A pun on the place with a name, taking advantage of the fact that Japanese people pronounce R's and L's the same. Or it's just one or the other and boring.

His name has been translated as Gary in some media (I'm assuming 4Kids), but yeah his name is Gally. Now, my question is, with this guy being based on the Romance Dawn antagonist Galley, and Galley actually appearing later in the series (albeit as a special/filler character); when Grand Line 3.5 reaches that part of the story will they make RDGalley, and this Gally, the same character and have him remember Luke/Luffy?

i think GM knew luke would take on the offer, since it gave him some fighting to do anyway, and he is'nt particularly looking for PvP.
