This seems a great deal like a "this fight was designed for the whole party" moment.
Sure, the big-three are designed to be busted in ways that let them engage things Way above their usual level, but in any game like this there will come a point where the sheer amount of bonus skills and abilities from being a higher level in combat will require multiple characters to engage the target to compete.

Also a difference between "Cory has a powerful and broken build, for fun" versus "this giant was built specifically to be one of the most powerful builds there is, and went into a tournament to prove it". One is damn good, the other is brutally functional and capable at combat

While I suspect that might be the intent that the author was going for here, I think it would work better to just divulge that the giant is significantly higher level.
Any table-top system (which is what this is meant to be) that has the degree of finite power balance control that this is attempting to portray, at a level this low, would be incredibly unbalanced by its nature. The amount of difference in capacity of characters like Nami versus Luffy or Zoro in this already shows that incredible understanding of a very massive rule set would be necessary to create a character of any worth in this game. Tack on to that the notion that even greater levels of rule-manipulation exists to achieve more powerful options, and the idea that any sort of balance exists in this game world gets tossed out the window. You can't have a balanced game where characters can be made with basic concepts in mind that can not even come close to competing with the highest level of finite control available, because then how do you account for a game where no one builds for combat? You don't, it wouldn't work.
Instead, if this game is to be considered in any way representative of an actual TTRPG and not some manner of video game (where player skill directly controls the outcome, and not random dice rolls) then it needs to be assumed that the giant has more capacity and abilities to counter Luffy simply because he's a notably higher level.
