A maneuver requiring a Standard Action. A PC's turn is limited by the number and types of actions they can take. Generally there were three basic types: Standard Action, Move Action, and Swift Action (which sort of also fueled Immediate Actions but I'm trying to keep things simple).
You had some special choices that were Full-Round Actions such as Casting certain spells, Charging, Full Attacking, Using certain class features/feats, Moving 5 Feet through Difficult Terrain, Running, and Withdrawing.
By what's shown and explained, Cory used his Standard Action to "turn off" the Precise Shot feat of everyone adjacent/within his reach temporarily, then uses a Swift action to redirect every attack made against him that misses him to another target in range. They all fire there guns and due to the penalty for shooting in melee with the loss of the ability to not suffer the "Firing into Melee" penalty with the Precise Shot feat.
Oh I am aware, though I think 3.5 removed that, though I could be mistaken. It has been a dog's age since I've read fully through the 3.5 rules. I know I've seen some similar active or reactive abilities in stuff after the 3.5 era though I can't rightly recollect where exactly, could even have cropped up in multiple systems.
Pretty sure the majority of the maneuvers used in this comic aren't actual printed ones (like many of the features they have, though some of them are real) so it's just 'some maneuver'

older editions actually had rules for missed attacks into melee actually hitting the wrong combatant

Before I played 3.5 I though most of it was just made up. It's pretty cool now that you recognize some of the stuff they are using.
