No, it can be. It's just easier with her.

Luffy can tap into the voice of all things, so if he ever mastered that, he'd be able to hear the voice of the tablets and get to One Piece that way.

"Morbo Speaks"

Voices Do Not Work That Way! Luffy uses haki to hear the thoughts of animals and Zoro uses it to determine the atomic structure of materials and pinpoint hidden objects. Nothing about "the Voice of All Things" suggests the innate ability to listen to or understand coded writing, and I doubt Luffy's literacy anyway.

Robin's purpose in the story is twofold: Luffy needs her to translate the Road Poneglyphs, and the world needs her to expose the events of the Void Century.

Sky Island actually proves you wrong.

Roger was able to write the words of the Poneglyphs just by listening to the voice of all things. Cause he wrote a "Roger was here" on the Pneglyph on Sky Island, and Robin confirmed it later with Reyliegh

MASSIVE SPOILER TO THE LATEST CHAPTER AS OF THIS WRITING !!





Roger was'nt actually the one to carve it on the Poneglyph. The voice of things allowed him to hear the poneglyph and find them, but not to actually understand theĆ¹.
@Michael: At no point was it indicated that Haki was what allowed roger or Luffy to do that. Most things point to the contrary actually. Rayleight did'nt mention anything about haki being able to do that when teaching Luffy about it, and when he talked about it to Robin, he presented in a way that implied it was a specific trait of Roger. The Seakings had no memory of anyone aside from that one pirate (Roger) who could hear them before Luffy. And so far it seemed like no one else could do it. Sure not everyone uses haki the same way, but so far this trait has not been tied to Haki.

Now it's still possible that there are other ways to find the one piece.. Big Mom for exemple, implied that Pudding's third eye could make her pirate queen. But having Robin give Luffy a massive advantage.

"VOAT Theory"

My theory is that voice of all things is a type observation haki that is only usable by those with observation haki, innate conquerer's haki, and possibly be related the D clan. Of the 3 characters who have the VoaT 2 of them are confirmed to have these traits. The other will probably turn out to be a D clan member or related to them before the end of the Wano Arc.

This also makes sense to me since there seems to be several branches of each type of haki.
