Unfortunately, this is an example of the anime taking advantage of the manga being so much further ahead. In the manga panels (i checked, chapter 103), there is no afro in the Rumbar Pirate panels. Yorki's design is there though. None of the other distinctive members.

Those panels are from Brooks own flashback waaay later on. The manga was closer to 35, not 350, chapters ahead.

Even so, old characters are never forgotten even as their arcs pass by. It makes things feel like a world and more than just a series of fights.

It's great to see old characters reacting to new bounties/shenanigans on the Straw Hats.

It's also great to see Enel going to the moon to meet the mole people there, even though I wanted him to die horribly.

I can see it now: Enel returns, ready to return and conquer the Blue Sea, only to be bodied by the first New World schmuck with Haki without even seeing the Strawhats again. ;P

I mean, he had haki too, and his speed and power were pretty good, he just got bodied by type disadvantage. His Logia was pretty hax though, free energy yo.

It's mentioned somewhere that logia-types are generally regarded as the most powerful at first, but the users often become too reliant on their forms to avoid taking damage (see also: Crocodile getting wet). It's true that Enel has, possibly, the best observation haki we've seen, but there are plenty of people in the New World whose haki is at least good enough to fight him - so maybe he won't lose to "any schmuck," but he won't be hot shit.

It's true that Luffy only survived because of his rubber-based immunity, which also allowed him to make contact, but anyone with armament haki would also be able to both attack his body and have some measure of defense for their own.

Even with a very powerful armament haki, you need to actually be able to connect a hit to damage a user. Given Ener speed and broken observation haki (and his power to strike foes several miles away), even in the new world, there is'nt THAT many peoples who could take on him, and very few who could do it easely.
for the record, Oda said in a SBS that he would be comparable to a pirate worth 500 millions berry.
Bounty is'nt related only to the pirate's strengh, but as a comparison, Ace's was 550 millions, which is also luffy's post Dressrossa Bounty, After deafeating freaking Doflamingo, one of the most dangerous and influential criminals in the world.
So i think we can say that even in the new world, Enel would have been hot shit. Not even a remotely close to match the likes of the Admirals or the Younkous and their tops commanders, but still a big deal.

^And that's not even including the possibility that he might have gotten stronger or more versatile after realising that things immune to his power existed, or that he would possibly try to learn to use armament haki if he learned of it's existence. If we're talking about a eventual return, he won't necessarily be the same as he was in Skypiea.
