Saves against wind effects are fortitude saves in 3.5.
It might make sense that grabbing onto something to resist would be a reflex save, but there's no mention of anything like that in the base rules. It's assumed you are trying to move (or not move) in heavy winds with no anchor points for assistance.
And then a fort save to not die when they smite you for massive damage (Specifically the "50 damage is massive damage" thing. Which is a terrible rule that nobody should use)
... Yeah, I've been aware of that rule, but never used it when I DM'd, or tried to convince my usual DM to use it.
Probably because he didn't want to roll half a dozen Save Vs Death on top of the damage I did to stuff every round in some campaigns(usually PF, not 3.5, but we had some 3.5 stuff in it). And I didn't care for it because that character's fort-saves were atrocious, and while I dodged MOST hits, the ones that got through were typically rather high damage. Campaign was already lethal enough as it was. I think I'm the only PC that managed to avoid dying that campaign. One druid died to his own stupidity[like... 6 times, and it honestly should have been 7, he tried to eat some of a Black Pudding...](was reincarnated by other druid). Second druid died because my counter took me out of range and they were the only thing in the boss's reach(was reincarnated by first druid after boss died). Third guy's... I THINK it was a Path of War Warlord with a Rifle, got critical beheaded by a sub-boss while I was dealing with the more defensive sub-boss(also reincarnated by one of the druids). Yeah, campaigns can be plenty lethal without it.

Personally I would have made that a Reflex save but you do you I guess.

Given it seems to be her holding onto the railing, I would have gone strength save myself.

This is 3.5 - no Strength saves. It was probably Fort to represent having enough endurance to maintain her grip.

So I roll a Will save to ignore the Paladin when they tell me to not blow up the orphanage. Makes sense

I could not distinguish in the part of "I didn't hold up" I distinguish almost everything except who is talking, even increasing the size of the image
