With the right combination of traits, class abilities, racial abilities, flaws, feats, spells, and equipment, a character can start out with a speed of at least 70 ft per round (6 seconds) at 1st level.

My speediest character so far is a Raptoran Scout... only 30ft/round movement from race, but as I leveled (& took a level or two in Barbarian) I got +30 from class features, and started off with +10 from a trait that reduced my HP by 1/level.
Not terribly cheesy, with +70 by 13th level, but with some BS'd rules lawyering, I got to take 10-foot steps instead of 5, triggering my Skirmish on full attacks. And high speed is pretty sweet combined with flight... once I took the Run feat & applied it to flight, I felt like freakin' Rainbow Dash, except with an actual bow.
Which is actually why I dipped Babrarian; martial weapon proficiencies means longbow & lance, for better range and 'death from above' charges. The speed bonus was a perk, though it was nice stacking Uncanny Dodge at 2nd with a Scout's to become an unflankable Skirmish machine. Not that I ever let mobs near my precious li'l flying archer...

Ok, since my next build was supposed to be a dervish-scout to use the skirmish on full round attacks, I'm quite interested in that BS'd rules lawyering. Is there some actual source (i.e. rulebook) or did you just convince your DM ?

If you've never played Ponyfinder, I've gotta say it's a great way to play. Firstly, any species of Pony can use magic, not just unicorns (though I'm still staying away from magic).

Secondly, there's a bunch of different pony species to choose from. I went with a Pegasus Rogue, and took three ranks in the Dashing Flyer feat (+10ft Fly Speed. Maneuverability increases by one step [clumsy to average to steady, etc]). I can now fly 60ft per round, and I have no penalties for taking off while in combat, other than the normal AoOs and such.

Combine that with the Flying Stunt Rogue Talent, and I can CMB anyone into the ground using a Fly check (+25) against their CMD. Adding in the crit from my rapier, and that's 7d6 damage for what's basically an Assassin's Creed drop-kill. Adding in the Bomber RT gets you +Int Mod bombs you can toss about, meaning I've got three bombs per day, and I can drop 'em from 30ft+ with no need to roll, though at 50+ the target can roll a reflex save to get out of the AoE.

And if you've got a DM who likes to homerule fun things, then ou can make some interesting characters, such as a Leafblight Necrodruid (Channel Neutral/Negative, and can throw seeds at dead enemies to either Animate Undead, *or* sprout a plant to control), or a Seapony Ranger that traded in all their spell slots for a turret they can toss down, and fire at anything within 30ft as a Swift Action, just needing a Concentration Check, with the turret getting better alongside the PC. Also, the turret attacks seperately from the PC, meaning you can Full Round with a Natural Attack, and still fire the turret.
