Pretty much the case in the original.

"Pirates are too weak to put up a fight, and there's 100 Million on the line. I can 'confiscate' it as 'evidence', make a mint, and probably get a promotion."

Plus, don't forget, it was Nezumi who was responsible for Luffy's original bounty.

"Story Time? BS Bounties."

I don't have a Bounty Story Time of my own, but what's the most ridiculous and/or bullshit reason someone has ever gotten a Bounty in-game? To give the example as we see here, Nezumi puts Luffy's Bounty as 30,000,000 for the simple fact that he was a cowardly little rodent who thought himself a landlord and lost his only tenant.

Literally. He didn't put a bounty on Luffy for being a badass and defeating Arlong, he did it because Luffy's actions had the side effect of reducing his income.

Im am dming a pirate campaign myself, one of the players started with a bounty but didnt want it to be serious, so backstory is he peed on an visiting navy admirals ship in a drunken stupor.

Now I'm imagining that there's some simultaneously fantastically lucky and yet simultaneously incredibly UNlucky pirate in the One Piece world who's not particularly notable but obtained a record bounty for drunkenly peeing on a Celestial Dragon's yacht.
